Brazil VP says country should build nuclear arms

Jose Alencar says "a nuclear weapon has great importance" to prevent attacks on Brazil because of its extensive borders and maritime holdings. Alencar tells Brazilian newspapers that Brazil doesn't have a program to develop nuclear weapons, but should.

What is a better policy... ie. more realistic... 

1) try to eliminate nuclear weapons? -how do we make sure Russia really "gives up" all their current stock? -how do we make sure they aren't being built sureptitiously?  

2) give all governments an allotment of nuclear weapons? -that would "make things fair" -and it would avoid the instability of asymmetric nuc ownership  

3) have the western powers go in an take nucs away  

4) guarantee states protection to whomever voluntarily eliminates nucs  

5) try to find a way to eliminate nucs ability to be delivered by missle -spaced based defense....perhaps use all the money used on global warming as seed money for research? -try to reverse the earth's magnetic polarity to disrupt all electrical based equipment....or something like that...  

6) voluntarily and unilaterally disarm.... and hope everyone follows suit....causes a paradigm shift so to speak.
