We're guessing that the Voluntary Human Extinction Movement (VHEMT) will be backing this type of legislation...For them it makes sense. I'm suggesting that VHEM begin grassroots efforts along these lines. Think about it, "Stop breeding" just doesn't carry much weight with anyone but a few. But the carbon footprint people can be persuaded that a tax on childbirth is the only fair way to caretake the earth's limited resources.
